checks out version 8.5.14. In tune I am prompted to upgrade to version 11.2.10. Shouldn't trunk be the latest development version available?

Trunk is the latest set of code. I had initially checked in an old VERSION file. I think what I should do is just change its value to be 'latest_trunk' or something.. You are on the latest code. I'll have to adjust the latest version checks to ignore the latest trunk versions.
If you want you can just update your version file to be v11.2.10 and it will not show that you are out of date.
